North Carolina Area Contingency Plan
The Coastal North Carolina Area Contingency Plan describes the strategy for a coordinated federal, state, tribal and local response to a discharge or substantial threat of discharge of oil, or a release or substantial threat of release of hazardous substance(s) within the jurisdiction of U.S. Coast Guard Sector North Carolina Coastal Zone. The area of responsibility for Sector North Carolina includes the entire coastal zone for the State of North Carolina, including Elizabeth City, Outer Banks area, and the Atlantic Intracoastal Waterway.
