Reconciling Federal Emergency Response Plans - NRT Homeland Security Recommendations (2003) |
This Plan Reconciliation report assists in the consolidation of existing Federal Government emergency response plans into a single, coordinated national response plan; identifies the critical elements for a successful, well-coordinated response to incidents where more than one of the contingency plans would be used; and discusses the absence of a formal mechanism for reconciling the overlaps, gaps, and perceived conflicts that potentially exist among federal response plans.

EcoCanal 2010 Notification Drill After Action Report (2010) |
The EcoCanal ‘10 Exercise, which occurred on February 4, 2010, comprised a
one-day notification drill planned by representatives of both the NRT and Autoridad del Canal de Panamá (ACP).
The drill simulated a major pollution incident that occurred within the ACP
Contingency Plan area of operations (AOR) and had the potential to impact
adjacent jurisdictions. This exercise focused on the assembly of the ACP Spill
Management Team in an Incident Command System (ICS) structure and their use of
the NRT-ACP Incident Response Guide (IRG) to perform initial notification to
the National Response Center (NRC) and follow-up conference calls with the NRT.

EcoCanal '09 After Action Report and Improvement Plan (2009) |
The EcoCanal ’09 Exercise comprised a two-day Command Post Exercise (CPX) planned by representatives of both the NRT and Autoridad del Canal de Panamá (ACP). The exercise simulated a major pollution incident that occurred within the ACP Contingency Plan area of operations (AOR) and had the potential to impact adjacent jurisdictions. The first day of the exercise focused on the assembly of the ACP Spill Management Team in an Incident Command System (ICS) structure at the Marine Traffic Control Center (MTC). The complexity of the scenario on the second day prompted the decision to form a Unified Command (UC) with other outside response agencies and organizations.

Command Post Exercise After Action Report (2008) |
On December 3-5, 2007, the NRT and the Autoridad del Canal de Panamá (ACP) held their third Command Post Exercise (CPX) in the newly constructed ACP Emergency Operations Center (EOC) in Panama City, Panama. The aim of the exercise was to provide an opportunity to test and review the Memorandum of Agreement (MOA) signed between ACP and NRT in 2002, as well as to assess the NRT’s and ACP’s ability to coordinate a well-executed oil spill response in the Panama Canal.

del Canal de Panamá (ACP) and the NRT improve preparedness and response capabilities in the Panama Canal. This exercise strengthened the relationship between the ACP
and NRT and provided an opportunity to test the Memorandum of Agreement (MOA) signed between ACP and NRT in 2002.

The Balboa Reach Impact Exercise After Action Report (AAR) is intended to assist the
Autoridad del Canal de Panamá (ACP) and the NRT improve preparedness and response
capabilities in the Panama Canal. This exercise
strengthened the relationship between the ACP and NRT and provided an opportunity to
test the Memorandum of Agreement (MOA) signed between ACP and NRT in 2002.

2018 Spill of National Significance (SONS) Executive Seminar After Action Report (AAR) |
The purpose of the 2018 Spill of National Significance (SONS) Executive Seminar After Action Report (AAR) is to summarize the exercise proceedings, key discussion points and exercise-takeaways, and to present recommendations for future attention. The AAR was produced with the help of the SONS Planning Team and the SONS Executive Steering Committee (ESC). This AAR is made available to federal departments and agencies through the SONS ESC and submitted to the Federal Emergency Management Agency (FEMA) National Exercise Division (NED) in accordance with National Exercise Program guidance.

team of librarians and content specialists. Sponsored by the Federal Emergency Management Agency (FEMA) and the Naval
Postgraduate School’s Center for Homeland Defense and Security, the public
collection includes over 68,000 public documents.
In 2015, FEMA's Lessons
Learned Information Sharing (LLIS) program completed the consolidation of
content previously available on LLIS.gov with the HSDL. The consolidation allows the
homeland security and emergency management communities to find relevant
information in one place.

Chemical Facility Security and Safety Working Group |
The Chemical Facility Security and Safety Working Group has oversight of chemical facility security and safety and is committed to working with stakeholders to address security and safety at chemical facilities, and reducing risks associated with hazardous chemicals to workers and communities. The Working Group was created under Executive Order (EO) 13650: Improving Chemical Facility Safety and Security issued on August 1, 2013. The focus of the EO is to reduce risks associated with hazardous chemical incidents to owners and operators, workers, and communities by enhancing the security and safety of chemical facilities.

Report to the President: The Exxon Valdez Oil Spill (1989) |
On March 24, 1989 Exxon Valdez struck Bligh Reef in Prince William Sound, Alaska resulting in the largest oil spill in United States history. This NRT study evaluates the preparedness for, response to, and early lessons learned from the Exxon Valdez incident and recommends methods to improve response to Spills of National Significance (SONS).
