On October 29, 2001 President George W. Bush issued the first and second in a series of presidential directives governing homeland security policy. On November 25, 2002 President Bush signed a bill creating the Department of Homeland Security (DHS) whose primary mission is to protect the United States from any form of threat. Since the creation of DHS, the President has issued further Homeland Security Presidential Directives (HSPDs) that continue to record and communicate presidential decisions concerning the homeland security policies of the United States.

Oil/Chemical Incident Annex to the Response and Recovery Federal Interagency Operational Plan - This annex describes the process and organizational constructs that will be utilized by federal departments and agencies for responding to threats or incidents causing oil spills or chemical releases (oil/chemical), whether resulting from deliberate acts of terrorism or crime, accidents, or natural disasters.
